The 2003 FSIS L. monocytogenes Risk Assessment evaluated the risk of listeriosis due to RTE meat and poultry products and defined those factors that could be used to calculate the relative risk of a particular RTE product versus another. When the Agency determined that verification sampling should be risk-based, these factors were used to build an algorithm that allocates sampling resources according to a risk ranking of establishments.
