The analysis of federal regulations focuses on the analysis of economic efficiency through standard benefit-cost analysis in which reductions in risk tend to represent benefits and variability may be investigated through sensitivity or simulation methods. Such analyses typically ignore distributional consequences that can affect decisions. Although analytical guidance from the Office of Management and Budget (OMB) mentions distributional consequences, there is little specificity regarding how it might be analyzed. This article proposes methods to improve this specificity.

The Beneris project forms a cluster with another project in the same call, namely Qalibra. The two projects are tackling the same problems but using complementary methods and approaches. Qalibra is more focused on developing web-based technical tools for risk assessment, while Beneris concentrates on developing useful approaches and strategies (including extensive case studies) and disseminating them through the web. Close collaboration in and between joint meetings and common dissemination efforts will ensure that the new knowledge developed in one project will be utilized also in the other one.

Resources provided include a table of GBD regions for WHO member states, demographic information (including Generic Disease Model, Population, Deaths, and Reproduction Rates, and Health State Valuations), tools to support CEA, background papers, and more. Tools listed include PopMod, a population model that can incorporate two distinct disease conditions, CostIt, software for recording and analyzing cost data, and MCLeague, or Monte Carlo League, which provides stochastic league tables for uncertainty around costs and effects. The tools are either downloadable or available by request.
